This article sought to describe and compare the governability of President Jair Bolsonaro's first two years in office in the Chamber of Deputies. To meet this objective, this research calculated the parties roll rates and the coalescence rate, to then supplement them through the Executive's dominance coefficient and the success coefficient of the provisional measures. In this sense, it was observed the absence of the construction of a coalition along party lines, as well as the absence of a robust parliamentary support base dissociated from the party logic. Converging with the possibility raised by Almeida (2020) of the existence of an alternative legislative agenda headed by the National Congress, there is an evident need to review the conceptual framework developed on the impact of management strategies at the discretion of the head of the Executive power on its governability.
