The Ethics Council of the Chamber of Deputies is a little explored institute, however, of enormous importance for the Brazilian Legislature. Structured as a Commission, it is possible to analyze it taking as a parameter the legislative studies that seek to understand parliamentary behavior. But was this behavior influenced by Coalition Presidentialism? Is it possible that the conflict between government and opposition is a factor of imbalance, reflecting a political sense in a legal procedure? This article aims to understand the composition of the Ethics Council of the Chamber of Deputies and its functioning as a Commission, in order to verify the incidence of Coalition Presidentialism in the appointment of full members of the Council by party leaders, and what can be concluded about this. institute increasingly active in the Brazilian political scene.
