The article makes some considerations about the purposes that justified and outlined the creation of the Special Public Funding of Campaign, analyzing the original proposal, presented by the author, and the main changes that the legislative text underwent during its processing in the National Congress. The methodology used, which involved the prospecting of documents specific to the legislative process and open data on the electoral process, allowed the listing of the main objectives of the legislator with the implementation of the Special Fund and, preliminarily, their contrast with reality. Despite the legislator's initial aspirations, the data analyzed demonstrated that all secondary objectives of implementing the Electoral Fund were frustrated.
